RULES OF ALFORD & DISTRICT HOCKEY CLUB

  1. NAME
    The name of the club is 'Alford & District Hockey Club'.
  2. OBJECTIVES
    The objectives of the club are to provide hockey facilities and refreshment facilities incidental to the playing of hockey.
  3. EQUITY POLICY
    The club will adopt the England Hockey Equity Policy.  The aims are to ensure that all people, irrespective of age, gender, ability, race, religion, ethnic origin, creed, colour, social status or sexual orientation, have a genuine and equal opportunity to participate in hockey at all levels and in all roles.  This includes participants, volunteers and spectators.

  4. CHILDREN AND VULNERABLE ADULTS POLICY
    A full copy of the Club’s Welfare Policy is available from the Welfare Officer.  The main principles are:
    1.    The child’s welfare is paramount.
    2.    All children, whatever their age, culture, disability, gender, language, racial origin, religious belief and/or sexual identity, have the right to protection from abuse.
    3.    All suspicions and allegations of abuse must be taken seriously and responded to swiftly and appropriately.
    Children are defined as being under 18 years of age.

  5. CONSTITUTION
    The management of the club will be carried out by the following officers and Committee:
    1.    The officers of the club shall be a Chairman, Club Honorary General Secretary, Welfare Officer, Lead Coach, Junior Development Co-ordinator, Honorary Treasurer, First Eleven Captains, Second Eleven Captains and Mixed Captains.
    2.    The General Committee shall consist of a minimum of six members and a maximum of eight members, together with the officers of the club

  6. ELECTION OF GENERAL COMMITTEE
    1.    The election of the General Committee shall take place at the Annual General Meeting and any member attending such meeting may propose or second another member.  All the members of the Committee (other than the officers) shall retire at the Annual General Meeting but the members so retiring shall be eligible for re-election.
    2.    Any casual vacancy on the General Committee shall be filled by the Committee members, but any member so chosen must retire at the Annual General Meeting.
    3.    The General Committee may co-opt not more than three members to serve during one season.

  7. QUORUM FOR MEETINGS
    The necessary quorum for the transaction of business shall be:
    1.    At the General Meeting of the Club, nine members inclusive of officers.
    2.    At meetings of the General Committee, five members inclusive of officers.
    3.    At meetings of any subcommittee, such number as the General Committee shall decide.

  8. POWERS OF GENERAL COMMITTEE
    The General Committee shall be charged with the general management of all the affairs of the club, other than those expressly assigned to or reserved for General Meeting and in particular shall have the following powers:
    1.    To appoint such subcommittees as it sees fit.
    2.    To remove, suspend or terminate the appointment of a Secretary or a Treasurer.  In such event a Secretary or Treasurer may be appointed by the Committee to serve until the following Annual General Meeting.
    3.    To alter, add or rescind the rules for the time being of the club, save only those which relate to the powers or duties of the club in General Meeting.
    4.    To make bylaws or regulations for the club.
    5.    To fix the subscriptions and match fees due to be paid by members of the club, including the right to fix different ratios for different categories of members, and to suspend for the time being, partially or wholly, payment of any subscription.
    6.    To limit the total membership of the club or the total of any particular category.
    7.    To dismiss or suspend any member under Rule 16.

  9. DUTIES OF HONORARY GENERAL SECRETARY
    The secretary shall conduct the correspondence of the club, and shall have the custody of all documents belonging to the club and shall keep minutes of all proceedings and records of all matches.
  10. DUTIES OF HONORARY TREASURER
    The treasurer shall keep the accounts of the club, and shall make up the Annual Statement of Accounts and Balance Sheet of the club, to the 31st March in each year, which shall after examination be circulated to members.

  11. ACCOUNTS EXAMINER
    An Accounts Examiner shall be appointed at the Annual General Meeting.  They shall examine the Annual Statement of Accounts and Balance Sheet, and certify the same before they are published.

  12. ELECTION OF MEMBERS
    A candidate for membership of the General Committee must be proposed and seconded by two members of the club at the Annual General Meeting.  A candidate receiving the majority of votes will be elected to that post.  In the event of votes being equal in number for two or more candidates, the presiding President will exercise a casting vote.

  13. ANNUAL SUBSCRIPTION
    These shall be set at such rates as the General Committee shall, from time to time, decide.  They shall be payable by October 31st.
  14. MEMBERSHIP CLOSING
    A member may at any time, by giving notice in writing to the Secretary, resign his membership but shall continue to be liable for any subscription unpaid at the time of their resignation.

  15. VICE PRESIDENT
    On recommendation of the General Committee any person may be elected as a Vice President at the Annual General Meeting of the club.  Vice Presidents may be elected for any such period deemed expedient, and they shall be entitled to all the privileges of membership except:
    1.    They shall not be entitled to vote.
    2.    They shall not be eligible for election as an officer of the club, or to membership of the Committee.

  16. EXPULSION
    To expel a member from the club notice shall be sent to the Secretary signed by not less than THREE members, acquainting them with the circumstances.  The Secretary shall call a meeting of the General Committee, and at the same time notify the member concerned of the time and place of the said meeting and giving the member the opportunity of attending.
    If a two-third majority of the members’ Committee then present and voting, vote for the member’s expulsion, the member shall be expelled.

  17. ARREARS
    The name of any member whose subscription is in arrears after 31st October in any year shall be brought to the attention of the General Committee.  If payment is not made within fourteen days thereafter, the member shall be suspended from membership until such membership has been paid.  If payment has not been made by the 31st January, they shall cease to be a member of the club but nevertheless be liable for payment of the current year’s subscription.

  18. CESSATION OF MEMBERSHIP
    Any person ceasing to be a member of the club shall forfeit all such rights to or claims upon the club or its property or funds as they would otherwise have by reason of membership, and any person who has been expelled or ceased to be a member under Rule 17 shall not be entitled to apply for membership, unless they are proposed and seconded by TWO officers of the club.

  19. ANNUAL GENERAL MEETING
    The Annual General Meeting of the club shall be held each year at such time and place as the General Committee shall determine as soon as possible after the close of the season and not later than the 31st May.  If there is no President of the club the retiring Chairman will take the meeting until the appointment of a new President, when they shall become Chairman.  The following business shall be transacted:
    1.    The election of a new President, if so desired.
    2.    To receive the report of the Honorary General Secretary.
    3.    To approve the accounts submitted by the Honorary Treasurer.
    4.    To appoint the following officers of the club:
    Chairman, Honorary General Secretary, Honorary Treasurer, Welfare Officer, Lead Coach, Junior Co-ordinator, Ladies’ Team Captains, Men’s Team Captains, and Mixed Team Captains.
    5.    To elect Vice Captains for each team, and a Fixture Secretary.
    6.    To elect Vice Presidents if so desired (see Rule 15).
    7.    To appoint the General Committee.
    8.    If necessary, to appoint Trustees in accordance with Rule 23.
    9.    To elect the Accounts Examiner (see Rule 11).

  20. SPECIAL GENERAL MEETING
    The General Committee may call a Special General Meeting when any urgent matter shall arise and shall be bound to do so on receiving a requisition signed by:
    1.    Seven members or
    2.    1/5th of the total number of members.

  21. NOTICE OF ANNUAL GENERAL MEETING
    At least 14 days’ notice of the Annual General Meeting, and at least 7 days’ notice of any Special General Meeting, specifying the business to be transacted, and the day, place, and hour of the meeting shall be sent to every member.

  22. FINANCIAL SUBSIDY
    To protect any significant investment in a member by the club, should that person leave within 12 months of attaining qualifications or similar, full remuneration will be required, reducing by 25% per annum thereafter.  To be applied at the discretion of the General Committee.

  23. COMPLAINTS
    All complaints shall be made in writing to the Honorary General Secretary who, should they be unable to deal with them, shall submit them to the General Committee as appropriate.

  24. TRUSTEES
    The property of the club shall be vested in three Trustees, who shall be appointed at the Annual General Meeting of the club.  A General Meeting shall have power to remove any of the Trustees, and vacancies occurring by removal, resignation, or death, shall be filled at the same or next General Meeting.  The Trustees shall have power to invest money, to dispose of property, and adopt such measures as may appear to them necessary in the interest of the club, subject to the approval of the General Committee.

  25. RULES OF HOCKEY
    The rules of the game of Hockey as adopted from time to time by England Hockey.

  26. MEMBERS BOUND BY RULES
    Every member shall be bound by and submit to the rules and bylaws of the club.

  27. CLUB COLOURS
    The colours of the Ladies’ 1st team shall be pink shirts, pink skirts and pink socks, and for the Ladies’ 2nd team shall be pink shirts, maroon skirts and pink socks.  The colour of the men’s teams shall be maroon shirts, white shorts, and maroon socks with white stripes on the tops.
